HANDING OVER OF HOUSES IN LIBODE BY MEC

Housing and Local Government MEC Gugile Nkwinti visits Libode on Friday, October 15, 1999 to hand over to the community of Libode 814 
houses built through government's capital housing subsidy scheme for the low-income category. The ceremony will commence at 12h00 at the 
site of the project in Libode, and will also be graced by the presence of the Minister for Housing, Ms Sanki Mthembi - Mahanyela.

Over R14m subsidy funds were used to build 40 square metre three roomed homes.

The project was completed in July 1999 and employed over 700 previously unskilled local people. Workers in this project received "on the 
job training" and became proficient in a variety of building techniques, and thus acquiring new skills.

The newly trained builders enjoyed jobs, which enable them to same wages, which totaled about R2.5 m within the project. Further economic 
opportunities were created for the region by the contracting of suppliers as much as possible locally, including sand and stone purchases 
and transport. 1.6 million bricks produced at the site block yard in total.

The Housing Secretariat Deputy Director Ms. Tandi Cebe said that the Libode project is one of the projects that moved at a considerably 
high pace and was done efficiently in its planning despite some incidents of in-fighting with the beneficiaries, with all milestones 
achieved as planned.

The project utilised an unconventional method of construction which is certified by the Agreement South African Board.
